Summary

Introduction. In the context of increasing requirements for the performance and efficiency of transport service organizations and their development, the improvement of the scientific and methodological foundations for evaluating the performance of truck drivers becomes particularly relevant. This involves taking into account the variability of their work results and distinguishing between the random and non-random components of such variability in order to enhance the objectivity of human resources management of truck drivers.

Problem Statement. There is a growing recognition that, at present, human resources management of an organization in general, and human resources management of truck drivers in particular, requires consideration of variability in employee performance outcomes. First of all, it is necessary to distinguish between two cases of such variability. The first case arises when the source of variability is the organizational system within which the employee operates; that is, random variability. The second case occurs when the source is specific circumstances directly related to a particular employee; that is, non-random variability. Approaches to managing these types of variability and, accordingly, to human resources management of personnel demonstrating such variability in their activities, differ substantially.

At the same time, in order to determine which type of variability is involved in each specific case, organizational management should rely on an appropriate system of performance evaluation indicators. In other words, such a system should make it possible to identify differences in the variability of personnel performance.

Thus, the issue of evaluating the performance of truck drivers in a way that allows for consideration of performance variability, distinguishing between its random and non-random types, is highly relevant.

Purpose. The purpose of the study is to improve the effectiveness and efficiency of human resources management of truck drivers through the development of a scientific and methodological approach to forming systems of performance evaluation indicators for truck drivers. Taking into account the heterogeneity of their activities, these systems should enable consideration of performance variability by distinguishing between its random and non-random components.

Materials and Methods. The object of the study is the process of human resources management of truck drivers engaged in freight transportation.

The subject of the study comprises methods, models, and mechanisms for personnel performance evaluation based on the concept of statistical thinking.

The research hypothesis assumes that it is possible to enhance the effectiveness and efficiency of human resources management of truck drivers by applying such systems of performance evaluation indicators that increase objectivity by distinguishing between random and non-random variability in truck drivers’ performance outcomes.

The research methodology is based on the analysis of scientific literature. In improving the method for evaluating the performance of truck drivers while taking into account performance variability, the provisions of the statistical thinking concept, the theory of transport process and system management, and the abstract-logical method for categorizing the working conditions of truck drivers within an organization in order to identify their heterogeneity were applied.

In developing the scientific and methodological approach to forming systems of indicators for evaluating the performance of truck drivers that account for variability and distinguish between its two types — random and non-random — the provisions of statistical thinking, probability theory and mathematical statistics, the theory of transport process and system management, and the balanced scorecard concept were used.

Results. The application of the scientific results obtained in this article enables organizations to increase the effectiveness and efficiency of human resources management of truck drivers engaged in freight transportation, primarily through enhancing the objectivity of truck driver performance evaluation.

Conclusion. The article proposes a solution to a relevant scientific and applied problem concerning the improvement of the scientific and methodological foundations for evaluating the performance of truck drivers, taking into account variability in their performance outcomes.

A scientific and methodological approach to identifying and considering the heterogeneity of truck drivers’ working conditions is proposed, based on categorization according to the homogeneity of routes (trips) performed by truck drivers engaged in freight transportation.

In addition, a scientific and methodological approach to forming systems of indicators for evaluating the performance of truck drivers is proposed. Taking into account the heterogeneity of their activities, this approach makes it possible to consider performance variability within these systems of indicators by distinguishing between its random and non-random types.
