Summary

The article refers to the efficiency of formation and use of financial resources. Implementation of the proposed measures would allow the budget to save financial resources for the development and maintenance of a network of public roads. Implementation of basic conceptual framework of a policy of rational costs allocation for new construction, reconstruction, repair and operational maintenance of public roads will lead in future to the reduction in annual losses of national economy due to poor road conditions; increase in earnings to state budget from transit traffic and more efficient use of budget funds.
