Summary

Introduction. The evaluation of the property of road economy is a complex and important issue. The implementation of the cost evaluation of real estate in Ukraine is based on the use of regulations, provisions of national standards of property evaluation and regulations of the State Property Fund.
Problem Statement. One of the prerequisites for the effective operation of the road network of Ukraine is the revision and updating of the regulations and property evaluation standards taking into account international practice on cost evaluation of road assets, because today there is no regulations or methodology that would consider practical approaches to the cost evaluation of the property of economy. An equally important issue that needs to be addressed at the present stage is the procedure for cost evaluation of roads and facilities on them which together with technical expertise will allow obtaining a fair cost of the evaluation of road. Thus, it is necessary to develop methodological approaches which will ensure the effective implementation of the evaluation of the property of road economy taking into account current trends and international experience.
Purpose. The purpose of the work is to provide the most objective and comprehensive evaluation of the property of road economy taking into account the use of various evaluation approaches.
Materials and methods. Since highways can be attributed to a specialized type of property of state-owned property, it is advisable to use methods of cost approach to evaluate it. The methodological approaches and mechanisms for their implementation when carrying out the evaluation of the property of the road economy are decisive. The basis of each of these methods is a set of evaluation procedures, the implementation of which in a certain sequence makes it possible to carry out the cost evaluation.
Results. The result of the work are the main provisions of the methodological approaches and guidelines that taking into account the requirements of the current regulations [1-5] ensure reliable cost evaluation of roads and facilities on them and allow carrying out the expert evaluation for formation of conclusions about the state of the road infrastructure property and its further use.
Conclusions. The proposed methodological approaches and methods for carrying out the property evaluation includes evaluation procedures the implementation of which in a certain sequence allows carrying out the cost evaluation of the property of the road economy, carrying out the expert evaluation for formation of conclusions about the state of the property of the road economy and its further use.
